Emfuleni was effectively a one-party municipality from 2000 to 2016, with the ANC commanding overwhelming majorities in every ward. But in 2021 its vote collapsed to under 40% — and while the DA and EFF together outpolled it, the ANC retained control of the municipality through coalition.
