The Municipal Planning Tribunal overwhelmingly endorsed the City of Cape Town's own planners across 1,328 decisions, with an overall match rate of 89.8%. But the aggregate figure conceals a significant split: administrative penalty cases aligned with City recommendations in 96.2% of instances, while land use applications — the decisions most consequential for development and spatial planning — matched in only 73.3% of cases. No decision across either category was recorded as an explicit deviation from the planner's report; the remaining cases were deferred, withdrawn, or otherwise ambiguous, making it impossible to determine how often the MPT acts as a genuine independent check on City recommendations.
