The City of Johannesburg disclosed R45.16-billion in unauthorised, irregular, fruitless and wasteful expenditure over five years through open council processes — but the identities of 68 officials recommended for disciplinary action remain hidden. But a separate and entirely secret referral of 13 financial misconduct cases involving R4.07-billion was dealt with behind closed doors in July, and the City has extended its Paia response deadline to two days after the 4 November municipal election. Daily Maverick therefore regards the application as having reached deemed refusal under section 27 of Paia, and has formally notified the City that it intends to pursue legal remedies to compel disclosure before voters go to the polls.
