Gauteng led the 5pm ballot count with three million votes — ten times Northern Cape's tally

The 5pm tally already trailed the 2021 local government elections' final turnout of 45.79% — itself the lowest in South African democratic history. The IEC's "war on queues" had measurably quickened processing, but faster throughput had not yet translated into higher overall participation with four hours of voting still remaining.
