No single biodiversity theme is fully on track — Tools & Solutions falls furthest behind
Number of Kunming-Montreal Global Biodiversity Framework targets by progress level and thematic cluster. The 2026 review has found that only one of 23 global biodiversity targets is on track
8
targets rated Red or Orange — critically insufficient progress
1
target rated Green — climate resilience (Target 8)
Tools & Solutions — the cluster covering finance, business disclosure, and gender equity — carries 10 of the 23 targets and three of the four rated as critically off-track. But the underlying data show a systemic failure: even the best-performing cluster, Reducing Threats, has just one target rated on track, meaning nature is losing ground across every dimension of the Kunming-Montreal framework.
