Mogale City's capital budget nearly doubled between 2021/22 and 2023/24 before reversing sharply — even as raw sewage flooded communities along the Bloubankspruit and Crocodile rivers. DWS grant funds meant for wastewater repairs appear to have been misapplied, while the municipality allegedly prioritised a R150m office block over the R80m needed to fix the Percy Stewart plant.
